At my work we have a motorla AP6532 66040 WAP connected to a power injector which is connected to our LRT224 Linksys router.
I'm having a difficult time trying to access the configuration page on the AP6532.

-I know both the zero config IP and the IP assigned by the LRT224
-I get a connection refused error when I type the address into my browser(Chrome)
-I got the configuration page to load one time when I tried to access the IP with HTTPS
-Since then, when I try to access the page I get "The connection was reset" error
-I'm able to ping both the addresses perfectly fine
-Tried using IE and Edge, same problem
-Tried accessing page standing next to it with my phone, same problem

I found a software called AP Discovery Tool from Motorola website that I can use to reset the WAP, but I want to leave it as last resort because I don't know how it was set up previously.

Would appreciate any suggestion on what else I can try to get to the config page.

Have you tried disconnecting the AP for a moment, to make it reboot?
If the AP has been on for a long time and its firmware has a slow memory leak, its memory might be too full to successfully send out the configuration page. Rebooting the AP should help if this is the problem.

resetting worked for a second. I get a "loading application" and it just gets stuck there. If I try to refresh page, it gives me the too long to respond error.

I did find out that I was wrong about the setup. The WAP is connected to a linksys switch, then from the switch to the LRT224. I'm going to try connecting straight to the router to see if it makes any difference

I found some documentation for that series of wireless APs:

https://www.manualslib.com/manual/845483/Motorola-Ap6532.html (includes the configuration chapter but needs to be read one page at a time)

It looks like they are "enterprise-style" or "thin" APs: they can be controlled via a "Motorola Solutions Wireless Controller System", and if the AP has previously been used with such a system, you might need to fully reset it before you can access the configuration of the AP itself. The second link above indicates that the AP is capable of acting as a "stand-alone" or "fat" AP, or even as a "virtual controller" for a group of APs, so at least it looks like the controller is not a mandatory item.
