If the AP has been on for a long time and its firmware has a slow memory leak, its memory might be too full to successfully send out the configuration page. Rebooting the AP should help if this is the problem.

I found some documentation for that series of wireless APs: http://documentation.extremenetworks.com/ExtremeWireless/AP6532_IG_72E-149368-01_REVA_EN.pdf (PDF, but missing the configuration chapter) https://www.manualslib.com/manual/845483/Motorola-Ap6532.html (includes the configuration chapter but needs to be read one page at a time) It looks like they are "enterprise-style" or "thin" APs: they can be controlled via a "Motorola Solutions Wireless Controller System", and if the AP has previously been used with such a system, you might need to fully reset it before you can access the configuration of the AP itself. The second link above indicates that the AP is capable of acting as a "stand-alone" or "fat" AP, or even as a "virtual controller" for a group of APs, so at least it looks like the controller is not a mandatory item.
