Grab the opener for Prosperity (cheaper mining stations), then get Private Colony Ships (so we can use energy to expand), then start and complete Expansion. Optionally get the Discovery opener along the way somewhere for the cheaper research stations.

We're not going for annexation? Or at least vassalization? I don't think I've ever made a tributary in Stellaris before... is that new with a recent patch? Not sure as to the benefits, especially this early in a game.
