This feels like the openly racist gerrymandering NC did that got struck down, where the court basically says, "We'll go along with *almost* anything you want as long as you don't make it THAT obvious that it's racism, you idiots." Basically giving the people they ruled against the blueprint for writing a law that won't get struck down and does 99% of what they wanted anyway.
