I know this is a bit late - but I think it's pretty standard for police, soldiers etc to have it drilled in to them: you never ever ever fire your weapon unless you are shooting someone to kill them. There are no such things as "warning shots" or shooting someone to incapacitate but not kill them. Shooting people in the legs etc to incapacitate has too many risks of missing etc (and has huge death risk anyway as easy to hit an artery).

They were always gonna do this and they've run extremely similar front pages about him before. I think you're overestimating the impact running the same story again is going to have on the polls, especially when Labour's vote share relies heavily on young people who are not big consumers of these papers.
