well with the rules change they can endorse a candidate all they like but they won't be able to cast a vote at the convention. if the voters in their state don't like their endorsement, there's a remedy for that problem too. but it's clearly undemocratic to tell people they aren't allowed to express political support for candidates.

From the NYT story it's a bit more complicated. Crowley can't actually vacate the WFP line. They usually deal with this by nominating the candidate who wants to vacate for another race that they're sure to lose, like city councilor in Republicanville. And Crowley is refusing to let them do that.
