The rest of Pet Island probably knows more about the hard stuff but if you want to find the owner and don't have a chip or collar, your best bet's sticking up a few fliers in the area, or hoping they do the same. If there's no chips or collar there's a chance there's no owner or it's a crappy one, but that's just speculation, could just be an old person or something.
