Don't you become a GP automatically, but the former #8 has 12 months in which to re-secure its place, meaning there's 9 GPs in the meanwhile? I seem to remember it working like that but I could be wrong.

There can only be 8 GPs at a time, and you can't become a GP until another one declines. This can mean seriously awkward circumstances like you as #9 raising yourself up to #7, but the two declining GPs trading off between 8 and 9. Unless one GP has been out of the top 8 for 12 months straight, it can't leave GP territory...so your #7 would be kept out of the GP club indefinitely while the other two countries are trying to decide which one of them drops out of the club.

Oh, right, duh. Yeah, sphere leader AIs will always accept alliance requests from their spherelings and vice versa, I'm almost entirely certain.

You're thinking of EUIV, they weren't as elegant in their solutions in V2 yet, as Patter has already laid out.

Chapter V: The Decision Point (1864-1868)




Mexico's new territory was very nice indeed, and conveniently already came with naval bases. Puerto Rico would be the eventual jumping-off point for Mexico's hopes of African colonization, so its development would be important. Meanwhile...



Mexico's farming was not yet up to snuff and could not mass-produce Cuban tobacco as well as hoped, but it was getting there. Tobacco from Cuba would be a surefire way to drive the Mexican economy into overdrive.



As a bonus, the patriotic paintings of Mexican soldiers storming up San Juan Hill were top notch.





Mexican soldiers felt they had the morale to take on the whole world. Everyone in Mexico dreamed of taking on the most powerful forces in society.




They wanted bigger naval bases to project their power throughout the globe.



They wanted basic banks and stock markets like the Yankees had.



They wanted to reap the fruits of a marginal increase in agricultural productivity. In short, they wanted it all.





Everything seemed so much more efficient. If this wasn't a Great Power, what was? Sadly, Mexico remained only the 9th greatest nation on the planet, and could only fume as the distinction of "Greatness" arbitrarily fell on the likes of Belgium.



The music was great, if nothing else. The 1860s saw an interest in Mexico in reviving the works of the great musicians of the first half of the 19th century, like Paganini and Liszt, in their full Romantic glory. The European music snobs sneered at Mexico reaching Romantic art decades after its sell-by date, but Mexicans were too busy getting mesmerized by Liszt's Hungarian Rhapsody #2 to care that it wasn't entirely current.



In an absolutely shocking turn of events that absolutely no one could have predicted, the Spanish decided to make up for their humiliating loss of their Caribbean holdings by invading the Arabian Peninsula. Gasps of disbelief sounded in all the halls of power.




Mexico's newfound emphasis on naval affairs continued apace. The Mexican elephant would learn to swim, come hell or high water. Bigger, more advanced naval bases were the future.



Mexico needed even more banks. While some uncharitable sorts questioned why the Socialist government was so bent on building banks, more people pointed out that the government was aggressively building factories and needed banks to loan capital to support them.



Boom! Mexico's mines suddenly became half again as productive, with the introduction of nitroglycerin revolutionizing mining nationwide.




1866 was a very good year for Greece. First, the British Empire turned over the Ionian Islands to the young kingdom, then, when absolutely no one would stand up for the Ottoman Empire, the British forced them to cede Thessaly to Greece. Who knows how long the Greeks could ride British patronage to greater power?



1866 also marked the start of Italy's attempts to expel Austria from the peninsula. While Italy harbored grand designs to seize a vast swathe of Austrian soil, Italy's partners, the North German Federation, did not want to cripple their southern neighbor or empower Italy too much, and so, weeks into the war, they accepted an Austrian surrender.



Italy would retake Milan and the environs, very rich areas, but they would be kept out of Venice. While the Italians fumed at this half-victory, they found themselves drawn into another war, one that the North German Federation had been planning for a very long time.




The Franco-Prussian War pitted a powerful coalition of NGF, the UK, Italy, the southern Germans, and all of Scandinavia against France, Switzerland, and Russia. Russia, crippled from the last war and still disarmed, had no professional army to speak of, and their conscript army was mercilessly mowed down with German precision and skill.



The tactics of the legendary Helmut von Moltke the Elder revolutionized the efficiency of the North German Army, leading to devastating victory after victory over France. With France also under attack by Britain and Italy, it had no choice but to rapidly surrender.





France, with no more navy but a still intact army, licked its wounds and plotted for its revanche. Russia, though...



With no military or industry to speak of and its name a global laughingstock, Russia slid further and further in the global reckoning.



Naturally, the Mexicans attempted to curry favor with the new most powerful nation on Earth.




As much fun as Mexico had had with Romanticism, it seemed a little...unrealistic. A more grounded style of art might be more fitting with the times.

The Mexican Army mowed down the Reactionaries in the streets, but they had their vengeance at the polls:



The Imperialist Party's strong Reactionary stance and promises to repeal everything the previous Socialist government had done appealed strongly to the electorate, and they won with a devastating mandate.



More and more people were beginning to see Mexico as a Great Power, but it would take months before the world finally accepted that Mexican power and influence had exceeded the Dutch.



The popular joke in Cuba that Spain had consoled itself for the loss of Cuba by seizing a worthless patch of sand had the demerit of not being funny but the equally important merit of being absolutely true.



Clearly, the Spanish should console themselves with Mexican wine, from the already-famous vineyards of Alta California.



In 1868, the Persians sent a declaration to the world that they were now to be considered civilized. The rest of the world yawned.



Realism is all well and good, but what it needs is dots. Dots and the absence of the color black. That's the ticket. That'll solve all our aesthetic problems.



The poor Bolivians probably wish they had the luxury of worrying about art.



That's just the kind of thing you can worry about when you're a Great Power.
