That some efficiency is lost so that all citizens are covered is the price accepted by most nations. In America that same compromise is spoken with contempt and disgust. It's a perversion of the "individual as king" culture. Because the individual is king then anything involving a collective becomes automatically bad with no actual debate or thought.
