I need to send out login credentials to about 60 or so users and this was the perfect day for my Outlook to to a poo poo. Basically, I just need a program or service to make a simple template for a welcome email with username, password, greeting, etc. and have it pull from a CSV file. Can anyone point me in the right direction?

The only services I know of are for marketing and send identical emails. You could do it in PowerShell with the right Exchange environment. https://docs.microsoft.com/en-us/powershell/module/Microsoft.PowerShell.Utility/Send-MailMessage?view=powershell-4.0
