so don't pre-approve, just flag the account as "can't create new groups due to past bahavior" if your platform is even moderately succesful, it will have troublemakers and sooner or later you will have to deal with it.

and that's actually true too, and also applies to news comments. let's promote the most "controversial" or "interesting" comment automatically to the top, where it sits with practically the same visibility as the news article, where people have a chance to get extremely mad at it and then want to reply to it. later the same people return to the page to see if their sick burns have gotten any upvotes, and you can serve them another batch of ads.
