It will be $8-12 per month, it explicitly says that. What you are referring to is the "annual rates will be priced according to market" bit, annual being the key word. You can typically subscribe to services like this on a monthly or annual basis, and the annual fee generally gives you a per-month discount (when MLS Live existed it was $15/month and $80/season). It's an incentive to give them all your money at once, so they don't have to worry about you cancelling later. It's the annual fee that will vary from market to market. And it literally says the package that includes archive streaming will be priced less than the live streaming package, thus <$12. You guys aren't thinking like vampiric American capitalists enough. Liberty is a public company, and their shareholders only want revenue growth. Foxtel has abysmal rates of uptake and most races aren't gonna be on Free-to-Air iirc, while F1 has a pretty strong following here. Gonna pirate that poo poo until the streaming option arrives, £26 for two Sky Sports week-passes on NowTV (assuming two races each month) is a bit much. I almost subscribed to a German pay-TV satellite service a few years back to get F1 without paying Sky, but . Seems a bit outdated to have to use a satellite dish when I have an Internet connection.

They still have the rights to the Australian GP for a few years because, through Australian law, Fox can't show it if it isn't on a free-to-air channel, and I think it's that "you still have to find someone to show the Australian Grand Prix" that FOM is balking at.
