Penn State was ranked like two spots ahead of Washington, USC was a really hot team again, MSU and Wazzu were fairly evenly matched on paper if Wazzu had been at full strength. Even in the smaller bowls it’s not like Purdue, Northwestern or Iowa were heavy favorites.
