Cronos, Devil's Backbone, and Pans are his best.

Shape of Water comes close though. I also have a huge softspot for his Hellboy movies, if only because his style is so fun to watch in a pulp comic book way.

Just FYI direct fishmans fuckin' happens offscreen, although there is a scene where fishman hugs her while she is nude.
