We're going to get a hand recount so any machine irregularities will be sorted out, but I think ballot design/stupid voters is most likely.

look how cleanly that's laid out, everything is neat and labeled and has headers, just fill in the rectangle with a pen. i don't see how anyone could gently caress this one up.
