Oh yeah, depending on how much internal friction the race has from various parties, you can absolutely splinter up too.

You can also organize your empire into sectors which require a few things. They can have their own govenor and their own pool of resources you can contribute/take from. They let you have more worlds in your main empire. Of course you can just have all planets under your direct control but each one you go above the recommended number imposes more and more penalties on you.
