Let’s Play Victoria II

We will be playing as Japan, from 1836, in the Paradox strategy game Victoria II. If able, I will have this game continue on into Hearts of Iron IV. Victoria II lasts 100 years, and HOI4 lasts from 1936 to around 1948. I chose Victoria II and Japan because Victoria II is by far the Paradox Game I am worst at. Also, the progression from VicII to Hearts of Iron allows us a world that can be similar to our own, but also vastly different. Expect to see quite a few bad mistakes on my part. Also, apologies, for some reason Victoria II crashes if I do not use simple water. Let us zoom in on our proud nation.

As you can see, Japan is in control of the islands that constitute modern day Japan. Sakhalin island is uncolonized, but will most likely become Russian territory soon. In 1836, Japan is not a westernized nation. We will struggle to field armies that can even remotely compete with our colonial “friends” in Asia, (Netherlands, Spain, UK, etc). We must consolidate first and westernize before we think about expansion that could bring us in a collision with European powers or the USA. To our west, China lies. China is fractured into many substates, but still has on paper the most powerful army in the world. We must always think twice before engaging against them.



The Japanese army is dwarfed by China, as well as the aforementioned European powers and the US. The navy consists of one small ship of the line. What a joke. However, our army does number 54,000 soldiers strong. This would be able to take on most smaller nations in South East Asia, if we wish to take them before the Europeans.



There is not much to report with the economy. As we don’t have heavy industry, our goods are mostly in what you would expect, subsistence farming, and minor craft goods dominate. What Japan does have though, is literacy, which should hopefully allow us to westernize extremely quickly.

Sometimes a vote will be between two bad options if the Emperor is not in a good situation. Roleplay accordingly, and you might be able to sway him.

Chapter I. Ten years of advancement.


January 1st 1836 is the cusp of Japan's new destiny. We will advance through these 100 years proudly, and soon see eye to eye with those in the west. Our armies are determined, and we set the tone for what happens in Asia. The time of China is over, the time for Japan has begun. Our first step in living through the promises that we set forth is to begin the Meji Restoration early. This will not sit well with many of the more traditional members of our society, or really anybody, but it must be done for Japan to advance.


Keeping in line with our policy of attempting to play a very belated game of catch-up with the Great Powers, we encourage clergymen and other teachers in the district that contains our capital, Edo. With luck, the literacy of Japan will rise, producing more men of science than we have ever seen. The younger generation will pick up the torch and bring forth our industrial might.



After only a year, the government decides that it is time to import weapons from the Great Powers. These weapons will equip our first rate infantry troops. This screen is where all of our progress towards westernization is tracked. On the left side, military reforms, and on the right, economic and governmental. We shall revisit this screen periodically. When the time is right, we will westernize.



The Emperor has ordered the formation of a 21,000 man strong shock army that will take charge in conflicts involving other nations. No nation in Asia aside from the Great Powers has the weapons we have. The weaker irregular units that have been used so long by the daimyos will be put on internal security duty in case of revolt or invasion.



Later that fruitful year, gold is discovered in Kobe. This gold discovery injected tons of gold into the world economy, as well as high amounts of cash into the Japanese economy. People from all over came to try and get their hands on gold. The Emperor funneled this money into education and the army.



A few uneventful years passed before something caught the attention of the Emperor. Korea's longstanding alliance with the Chinese had ended. For what he did not know why. China was engaged in a brief war with Dai Nam that ended in a stalemate, and it is possible that Korea did not heed the call to arms and broke their alliance. Whatever the reason, despite pleading from his advisors that said the army was not far enough in their plans for war, the Emperor ordered immediate planning for war. He felt that if the war was not carried out, Russia or America could either influence Korea or outright annex them, thus leading into a war the Japanese could not win. His advisors reluctantly agreed.



Thus in 1843, after carrying out reconnaissance on the coast of Korea, the generals submitted a plan. The elite shock army would cross from Japan to Korea via shipping, and attempt to divide the country in half and form a wall against the Koreans to blunt themselves against, while slowly pushing up the country. This was believed to be the only plan that could sustain the low amounts of Japanese infantry.



As Japan readied herself for war, reducing spending in education and bureaucratic administration, another breakthrough was achieved in the push towards westernization. Railroad designs studied in the United Kingdom were brought back to Edo for further analysis, thus, experimental railroads would begin to spring up around Japan, provided private investors could afford.



Although embarrassingly discovered (at the cost of 18.4 infamy), in May of 1844, the specific legal framework was created for the conquest of Korea. Every man, woman, and child in Japan held their breath.



Immediately upon the declaration of war, Japanese troops flooded into the Korean peninsula. The navy, which began to sail south to ferry the second prong of the infantry offensive into Korea found themselves attacked by the small but determined Korean navy, delaying the transport of troops as the two woefully underequipped navies slugged it out. The shock army was on its own.



After sinking the Korean fleet after over two months of battle, the troops waiting in Nagasaki hit the shores of Korea and immediately pushed north towards Seoul. They took the place of the shock army in Wonju for occupation purposes and to be prepared to join the fight as the shock army pushed in on the main thrust to take Seoul, where they encountered heavy Korean resistance. Despite being outnumbered at times 3:1, the superior armament of the Japanese armies allowed them to whittle down Korean resistance. Korea lost more than 30,000 soldiers in one engagement to Japan.



However, as the generals plan continued, and the smaller armies fanned out to occupy the southern half of the peninsula, a small landing from the Korean army by the remnants of the Korean navy, as well as troops that had held in reserve in north Korea crashed down into the south, taking multiple units by surprise, and shocking higher command. The cleanup operation in Korea was now a desperate fight to ensure that the position would not be lost.



As Japanese forces withdrew towards Pusan, fresh irregular units that were guarding against rebellion were immediately rushed into battle, before they were even combined in the mainland, as time was of the essence before the shock army could find themselves cut off. They hit the beachhead right as the occupation of Pohang was lost. The equally matched Korean and Japanese armies battled for days, but the shock army, now fresh with supplies and replacements, utterly smashed the Korean army. Korean resistance in the peninsula was now meager. The battle of Pohang concluded.

After the complete occupation of Korea, excluding the island of Cheju, which was starved out by the Japanese navy, Korea surrendered. Japanese troops began shuffling to their posts in Seoul, Wonsan, Pusan, and Pyongyang, preparing for a long occupation. Multiple Korean scientists were captured and brought back to Japan to assist with research, which helped greatly. Upon conclusion of the war, the Emperor decreed that it was a time for peace, and that Japan would soon be the strongest nation in the world, pound for pound.



The empire had now expanded greatly. Although literacy was down almost 10% due to the incorporation of Korea, and the imperial coffers were greatly strained. At points during the war, the treasury was completely empty. Only careful economic maneuvering allowed for the nation to avoid complete bankruptcy. The addition of Korean iron and coal however, will prove to be very lucrative for Japan.



Now, Japan will soon join the western world. Factories will spring up all over the country, spurring development. But a hungry economy needs resources, and if we ever hope to compete, we must realize that Japan has little in the way of natural resources, and will require more.



The Emperor has earmarked this area for further expansion. He will be summoning his council.

The Emperor wishes to seek your input on the following measures. Which direction shall we as a nation expand? Passionate arguments will make your vote count more.
A Go south. The kingdoms of Brunei, Johore, and other South East Asian nations will provide us much needed raw materials in the form of tropical wood, and if we can find a way to extract it, rubber. This is the safer option, as the armies of these nations are weak.
B Go west. Our natural enemy, China, is fat and weak. If we can punch out China, and take resource rich Manchuria, China will continue to be pecked at by Russia and the United Kingdom. They will then pose a threat to us no more. However, despite lacking modern weapons, China's armies are massive, and could presumably swarm through Korea and possibly kick us off the mainland if we fail.

A. The isles would be a good test. If we can't take the isles in a timely fashion, we wouldn't stand a chance against China before they overran Japan-owned Korea anyways. If we can take them in a timely fashion, then it's more raw supplies and warm bodies to throw against China.

Chapter II, the National Humiliation



The Emperor listened carefully to his council, and decided that first Johore and Brunei shall be dealt with. He ordered a fresh unit from Japan, the 3rd Army, to sail towards Johore.



Without raising any infamy, the world watched passively as Japan manufactured a reason to invade Johore. The Emperor wrote a speech speaking highly about "enlightening" the peoples of South East Asia to the glory of Japan and her rising status.



At the same time, foreign investment from America, the UK, France and Spain poured in. Early industries began to form as craftsmen turned their cottage industries into the exciting world of capitalism. A cement factory was christened in Edo late June, 1847. Complete westernization would come tantalizingly close.



In September of 1847, Japan formally declared war on Johore. Never bothering to send an emissary, Johore was extremely unprepared. Small militia gathered in the capital to resist the Japanese. Bravely, the leader of Johore joined his men...



...In which he fled and the militia broke instantly. The first volley of gunshots sent the militia sprawling around town. Rikugun-Taishō Shirakawa snarked:

As the expeditionary force took to occupying the island, scouts noticed the large contingent of Dutch soldiers hitting the beachhead in Singapore! The Dutch were engaged with a fight against the British over their annexation of Belgium. Repeated requests for the British to gain military access from the Japanese were denied.



Johore stood no chance. They folded in under a month. This war was relatively bloodless. The vast majority of Japanese casualties were due to diseases from the jungles, as well as accidents in getting ashore. The exact casualty figure of Johore is unknown, but the few militiamen captured were released rather soon with their weapons confiscated, with the occupying force feeling more sorry for the men that were obviously pressed into service.



The Emperor wasted no time. Due to not gaining any infamy among the world powers for the annexation of Johore, he figured the time was right to strike Brunei, troops and naval equipment in former Johore was a great staging area, and could most likely dispatch Brunei with ease. Although with a minor gain in infamy, the Emperor pressed on. Immediately, the Emperor declared war upon Brunei.



The same sad tale played out for Brunei. Shirakawa shook his head as he watched a landing party capsize. Many horses and soldiers drowned as their ship rolled in the bay outside of the capital, killing multiple members of the cavalry regiment. This would be the only fatalities in the Brunei campaign.



Brunei lasted only twenty days longer than Johore, mainly due to a mountain crossing that proved difficult.



Ordering an education reform, the world had now shown that Japan can fight, conduct diplomacy, build factories and establish commerce, and also be a research capital of the world. Japan had gained the respect of the Great Powers of the time, and is now considered a modern, western nation. Celebrations throughout erupted throughout Edo as the Great Powers upgraded their embassies from simple missions meant to prepare for colonizing Japan, into ones staffed with their best ambassadors. Japan was an equal, and Japan is hungry. The Emperor made a public appearance, calling for celebration.



The Emperor looked upon the budding Japanese empire and smiled. Control in South East Asia, the Korean Peninsula, and Japan proper meant that the horizon was bright for the land of the rising sun.



But with popularity and success came envy. Multiple nations lodged protests about the treatment of the Korean people, especially as the Emperor ordered Japanese citizens to move to Seoul and build factories. Those in the presence of the Emperor laughed, believing this to be just a part of "being with the west". The Emperor's heart sank as the protests rolled in. This was not part of being with the west, this was an attempt to push Japan down.



However, the world feared Japan. A "primitive nation" in the course of twenty years formed a colonial empire, tangled with equal enemies, and kickstarted a budding industry. They were now considered a great power, among those they had admired just twenty years ago.

However, as the world feared Japan, Austria used this fear to begin a crisis over the people in Korea. Offered multiple times to free Korea and face no more intimidation from the west, the Emperor grew angry. He vowed never to work with those who would betray him, and he began to prepare for his nations first fight for survival since the Mongols had come to the shores of Japan hundreds of years ago.



Those who worked on farms were immediately called into service. Constables and soldiers roamed the country side, wrangling farmers into service. The economy suffered, and the council agreed to make further cuts to the education department. Hopefully, they thought, that a short war should not impact the education of the younger ones too much. The majority of mobilized soldiers would not see combat, as the Emperor feared the Spanish navy as well as the Chinese, and kept many soldiers in Korea and Japan. The plan drawn up was a lightning fast invasion of the Philippines, where, hopefully, the Japanese could dig in and wait out the war, as the triple alliance of Prussia, Spain, and Austria could not project power far enough.



War was about to breakout. The Russians decided that their interests in central Europe were threatened by the Prussians and Austrians, and chose to back Japan. The Emperor, having obvious expansion interests in Russia, was unsettled but happy with this choice. The main armies of Europe would be slugging it out over there, and not in Japan's backyard. The United States was teetering on the brink of civil war, and the United Kingdom and France had recently fought a war, so those nations collectively decided to not get involved.



On July 3, 1853, Prussian and Austrian forces poured into Poland. Japanese troops boarded their transports and began to sail out. The Emperor sent a written note to all field commanders to be opened upon the beginning of hostilities. It was simple.

"War has begun. Fight with all your might. Long live Japan."



The world powder keg exploded. All over South America fighting broke out, Ottoman forces begin to invade Egypt. It was chaos.



Japanese forces encountered the Spanish garrison in the Philippines shortly after the capture of Manila. The Spanish fought bravely but Japanese reinforcements, as well as having their supply lines cut by the navy meant they had no where to go. General López's last known moments was headbutting a Japanese soldier who entered his quarters, before a brigade of troops smashed through the door. His body would never be found, as a fire broke out shortly after, but his hat and general insignia were located and taken back to Japan. López was given a full military funeral for bravery.



News flashed all over the world of Japan's awesome defeat over the Spanish in the Philippines. A few thousand troops managed to escape further south, but were quickly chased and dispatched. Japan has seemingly won the Pacific. There are no bases that Spain could operate from nearby that could push Japan out. The story in Europe however was different.



The might of the combined German armies was just too much for Russia. Prussian troops pushed towards St. Petersburg, Austrian troops cut towards Moscow, and a smaller Spanish contingent turned south towards Tbilisi. Russia would be removed as an effective fighting force after just over a year of fighting.



St. Petersburg falls to Prussia. The back of Russia has been completely broken.



Combined forces push through Ukraine. It is all over.



The last vestiges of Russian resistance fight, having been pushed completely out of Moscow. All is lost.



After almost three years of inactivity, a Spanish force shows up and surprises the colonial garrison, not meant for handling anything more than revolts, in Johore. The force is driven off to the hills, where they can hopefully mount a guerilla campaign. The position in Johore is lost, reasons the top military brass.



Tokugawa Nariaki, now 56 years old, is removed from his duty in guarding the border of Korea and China and deployed to Brunei, where a large garrison of fresh troops from Japan is sent to guard against possible Spanish landings in Brunei.



Four years after the war began, and after the complete collapse of Russia, the Austrians demand that we free Korea. Combat troops have not captured any Japanese soil outside of Johore, and could conceivably launch an offensive to free it. However, the people grow wary. They have heard stories of what the Germans and Spaniards will do if they invade Japan. Many agitate for a peace, and the country grows weary. The repeated peace offers only do more and more damage to Japan.



In early 1857, wars continue to break out all over the globe, as Austria battles Denmark and the United Kingdom. Will this never end?



Further more, the American Civil War breaks out, although the CSA is hopelessly outnumbered, the distraction at home means that the US will not intervene to help us anytime soon. Sweden has also begun invading Russia, and although blockades bring down their warscore, they control most of Finland, and will presumably take it soon. Russia has no army left.



As the war drags on, the Prussians wish to humiliate Japan on the world stage.




The Spanish marines land in Brunei and destroy the garrison around the mountains. However, this was a well calculated trap. The Spanish marines have no form of retreat now that they have landed, and a unit that dwarfs them will immediately attack from both sides.



Shirakawa got his battle. His troops valiantly fought and forced the routing of the massive Spanish landing force. He would be seen leading just behind the main spearhead of the force, smiling that his wish of an equal opponent were granted. They would be quickly chased through Brunei and completely destroyed. Spain had been handed its largest defeat in the war since the capture of the Philippines nearly 5 years ago.




However, as the war grew, the government knew that they had to do something. Many were extremely war weary and agitating for reforms. Consulting his closest allies, the Emperor decreed that those who were rich and owned large estates could vote. The absolute monarchy was now one that had some early semblances of democracy. What this will mean for Japan, we may never know.



Japan could carry on no further. On December 26th, 1858, Japan conceded at Russia's expense most of Russia's industrial base, as well as personally taking blame for the defeat, widely humiliating Japan. However, Korea was kept, and Japan still had her massive army. In fact, by the end of the war, Japan's economy was growing.



After the end of the war, the Emperor agreed to stand his armies down. Farmers returned to their fields, some stayed in the military for the benefits it provided, and others would never return from the jungles of Johore, Brunei, and the Philippines. Thousands had died for Japan, and with very little to show. The only solace was the booming economy.



One more political reform was implemented to placate the masses. The upper house was now based around the belief that representatives should be appointed based on population.



Russia had suffered terribly during the war. Most of Poland and parts of Ukraine were lost to Austria and Prussia. Spain gloated over the corpse of Russia. Sweden had seized southern Finland, which she lost to Russia half a century ago.



Russia has been obliterated.

Council Meeting Ordered

The Emperor is extremely unhappy with the events that have transpired over the last decade. He requests that something be done to regain national prestige. He has presented three options.

A. Attack Russia! Russia has made us suffer on the world stage. Their holdings in the Pacific, the Sakhalin islands (which rightfully belong to Japan), and Alaska should be seized.
B. Attack China! Our armies can hold our own against the Great Powers, who can stop us? Certainly not the Chinese.
C. Attack Spain! Our capture of the Philippines showed that we are the top dog in Asia. Only due to the pressure of our own people and the failure of Russia were we not able to annex them.
D. KILL THEM ALL! As soon as physically possible, one by one attack all of the above targets.

The Emperor is extremely displeased, and you can vote and plead to try and push him one way or the other, but odds are he will do what he pleases this decade.

Yamagata Hikaru



Known to be unusually young, charismatic and...feminine...Yamagata Hikaru leads the Manchu Rapid Intervention Force based in Chongjin, Korea, Yalu military department. This is a fancy name for being the first troops to cross the Yalu, should war break out with China. The MRIF also has the capability to be transported by the Japanese navy to hotspots around the world. Hikaru's facial hair seems pretty terrible, with accusations that it might be glued on.

A madman, and exceedingly loyal. Iwata controls the Japan Special Naval Forces based out of Okinawa. Iwata will be expected to deal with threats requiring rapid deployment to the colonies of Johore and Brunei, as well as any required interventions in China, Dai Nam, Russia, and the Philippines. His unit has exceptional scouting capabilities, and will be seen on the front of any marine assault.

Russia has proven its incompetence, we never lost a true battle in this last war (Spanish incursions into our colonies don't count. they only fought police and gendarme, not our mighty army) while Russia acted as the great millstone of the war. Take from them, as the others have done, while they are down and weak. Also if the chance presents its self taking the Spanish Philippines should also happen as soon as practicable, deny the Spaniards a base in the Pacific and they shall trouble us no more!

Could we get a larger view of the situation in Europe and Asia? I'm torn between A or B. Taking Russia would give us two fronts for pushing into China (I think) but we already have a foothold on the mainland and could try to blitz the heart of China now that we have an industrial base to support a war against them.

Come on, guys, Russia was at least willing to back us against the European Powers, and we'll need them on our side if/when they rebuild and we need to tangle with Europe once more, at least for the near future. Instead, we should focus our strategy on (B) conquering China!

Can't we seize Hawaii and/or Oregon? I realize that the US is confined to the Atlantic and Mexico is not expanding, so we have no true rivals in the Pacific.

IIRC America still gets cores on the Oregon territory so even if they don't colonize it, they can still press claims on it later on.
