That's the right interpretation IMO. He has the ability to truly wound his host for attempting to interfere with his plans and he doesn't, he mothballs him in a form of paradise and lets him be happy while he pursues his own agenda. I mean I walked away from the movie believing that STEM absolutely "visits" Grey in his "prison" in some way and continues to interact with him, because he seemed like he was enjoying their "hang outs".
