How does the 3rd place Tier B winner get decided? I was looking at the playoff bracket and the winners consolation seems to be more like a pool than bracket.

The only way to solve this is move to MFL which allows multiple copies of players. Then whatever squad you have in B that gets you to A you can choose to keep from. At least in soccer/futbol leagues that do promotion/relegation you at least have the same team.
