OS: Ubuntu 18.04 Bionic LTS within an Oracle VirtualBox VM on Windows 10 x64

Have I read the FAQ/RTFM: Yes, and numerous sites. They either don't cover this error for Ubuntu or the fixes don't work (commands not recognised).

I'm losing my mind over trying to work out why I can't get pgAdmin 4 to launch correctly within Ubuntu 18.04

I installed postgreSQL and pgAdmin 4 using the EnterpriseDB .run package, and it worked for the first day. I've turned off Ubuntu and then come back today and I'm just getting Fatal Error: cannot connect to application server.

I'm running it all within an Oracle Virtual Box VM, and have run all the updates. I've tried to run the startup commands and whatnot as the postgres user but it won't let me. I have no idea what I'm missing, to be honest.
