Thirdly, "it's a collision hazard for pedestrians" - OK, so are bikes, unmotorized scooters, rollerbladers, skateboarders, etc. Hell, joggers are a collision hazard for pedestrians. So? It's the responsibility of the person operating the scooter to do so in a safe fashion.
