George Bush also shows up once in the last storyline of Busiek's Avengers (when Thor evacuates him to Lemuria when Kang attacks Washington D.C.) and then again in Johns's Avengers (when he asks Carol to set up some kind of superhuman task force - Johns put a fair bit of stuff in Avengers that wasn't really followed up by anybody else).

Marvel generally has had the actual POTUS be POTUS. John F. Kennedy was referenced repeatedly in early FF stories, and he's actually on-panel and menaced in a couple of early stories starring Iron Man and Thor. Since then I'm pretty sure every sitting president has appeared at one time or another during their tenure, though I don't think Nixon was ever explicitly named on-panel during the time he was president. I can't actually find any evidence of Marvel ever having a named president who wasn't one of the actual real-life presidents, though they often just have a figure in shadows representing "the President" or have them off-panel giving orders to Nick Fury, Valerie Cooper, Henry Gyrich, etc. DC from the looks of it had all of the historical presidents be President too, but avoided using them as plot devices after the comic where JFK dressed up as Clark Kent to keep Superman's identity secret when both Superman had to go on TV with Clark Kent and Batman and all his other pals hit the stands in December 1963. They really brought it back as a concept with Reagan; the whole post-Watchmen 1980s era was rife with Ronald Reagan stories. The only period where either company really committed to having fictional presidents was early 21st C DC, which had Lex Luthor win the presidency in 2000. He was president in comic storylines for about four years before taking a bunch of Kryptonite steroids and sexually assaulting Amanda Waller before blowing up the White House and hiding in the sewers for awhile. I guess he got impeached or resigned off panel, so the presidency went to Pete Ross, who was his VP for reasons I forget. Not long after that President Pete Ross got blackmailed into dropping out of the 2004 election by some shadowy figures who were trying to reform the Suicide Squad without Amanda Waller. This meant that Jonathan Horne (who may have been appointed VP, or may have won the presidential election unopposed, it's not clear and happened in a Secret Files one-shot) became POTUS. At some point Horne stops being named explicitly and gets drawn to look a lot more like George W. Bush than his initial design, but is still sometimes called President Horne. In 2008 DC did a mini-series called DCU: Decisions co-written by avowed Republican Bill Willingham and avowed Democrat Judd Winick. They made up a bunch of candidates (Horne/Bush did not run for re-election), and had Democrat Martin Suarez win the election. Then in 2009, Palmiotti and Grey's Uncle Sam & The Freedom Fighters mini-series had another Presidential election for some reason, with the new Phantom Lady's dad Senator Henry Knight running as a Republican candidate. But immediately after announcing his candidacy, he got murdered and replaced by "Gonzo the Mechanical Bastard", some sort of Apokolips robot. When the Freedom Fighters exposed and destroyed Gonzo, his unnamed old white dude VP became President. This entire storyline was ignored by every other comic, which continued to use Suarez as the President. This includes the second Freedom Fighters mini-series by Palmiotti and Grey that defaulted back to President Suarez and his unnamed women VP. Then after Flashpoint, the New 52 just had Barack Obama be POTUS from 2011 onwards.

So Supergirl and Stargirl immediately decide to defect, and the Night Witches turn on them and try to kill them. The Night Witches were genuine, real life goddamn superheroes. To use them as villains is disgusting.
