The government has self-interest in downplaying this as hard as they can (namely to avoid looking weak and also to avoid inflaming public pressure for retaliation and escalation), and the language being used is highly reminiscent of the usual "nothing at all happened but we totally kicked rear end" that dictatorships tend to do when they get attacked (example: Syria every time the IDF bombs them).
