It follows the generally-accepted trend in India of massive states being broken up to give the more remote, underdeveloped areas their own governments that don't forget they exist (see also Jharkhand, Chattisgarh, Uttarakhand, etc). Now, granted that the Kargil area could feasibly be included with rump Kashmir on religious grounds but the following things are true:

1) Arguably the most reasonable way to divide the state is that there are two parts that are internally connected within themselves but can basically not reach the other when it snows, which is basically how they actually decided to divide it.
2) The hinterlands of Kargil district are very much part of the Ladakh cultural and economic sphere regardless of religious divide and you would probably have to subdivide the district, which would require effort the crafters of this bill to put in effort they obviously didn't to this GOP-esque whirlwind timeline of legislative fuckery
3) While Indian state boundaries have been essentially constantly-evolving, especially along linguistic and economic lines for decades, there has never been a split along religious lines since 1947, for obvious reasons
4) The Hindutva chud government doesn't give a gently caress about the interests of Muslim communities

imo, the Union Territory path would have made sense in the past when it would have meant "the federal govt will paternalistically maintain control over this poor-rear end area while devolving development/economic control to local councils but we won't let you turn a new regional legislature into a prize/tool of communal violence". But now who really knows what it's going to look like since it's part of a wider strategy of "lmao gently caress muslims, nuclear war will make Kashmir Safe for Investors"

For real though it's just gonna be a 1:1 recreation of Netanyahu and the West Bank. Right-wing Indian government will shamelessly colonize Kashmir and the West will 100% buy into the inevitable insurgent violence as proof that it's all the Muslims' fault, and it will just drag on for decades as the world's slowest fait acompli. And every 10 years or so there will be a "limited war" along the border to strike at Terrorist Infrastructure that will have no long-term impact on the core problems but will make for great saber-rattling any time the govt gets caught selling telecoms licenses to their 6 year old nephews and some feckless center-libs are poised to win an election.

I would argue that recent years have actually changed this dynamic since the US-Pakistan alliance is weakening and India is getting close to the US govt for basically the first time ever. Assam is about 60% Hindu 30% Muslim. Some of the small neighboring states like Mizoram and Meghalaya actually do have Christian majorities, but these are tiny and generally sparsely populated states that also barely have any Muslims in them. No doubt Assam is the target because its Muslim minority is probably larger than the total population of all the other NE states put together. Also, much like Kashmir there is potential for fuckery on the NE frontier since most of those states (I think all of them except Assam?) have internal migration and development restrictions designed to stop the native populations from being easily out-populated by migrants from the major Indian states or -gasp- Bangladesh. Politicians in the region talk poo poo about illegal immigrants every so often and have historically ICE-raided limited numbers of Bangladeshis with great fanfare, especially around election times.

Just popping in to make my prediction that when this is all over, it will in fact be India that sees the most corona deaths:

1) Massive population, much of it in places that are more densely populated than China
2) Affordable but massively inadequate healthcare system
3) Dreadful sanitation as a general rule
4) Corrupt and incompetent political leadership at almost every level of government with the exception of a handful of states
5) Large sectors of the population that for various (sometimes extremely valid) reasons are accustomed to not loving doing what the govt tells them.
6) Likely compounding catastrophes of sectarian strife, climate disasters, etc

Counterpoints:

1) Strong mutual aid tradition in certain sectors
2) Large and generally competent army that actually has a fair amount of hands-on experience with emergency relief and such
