Pretty sure that

1) India bombed something in Pakistan
2) Pakistan scrambled fighter jets and the Indian jets chose not to engage and escaped back to Indian air space

So both sides can claim victory and move on without further aggression.

Unless there is further provocation or one sides propaganda about this incident proves too potent this can end the whole thing. In this narrative Pakistan can allow India to be the aggressors because 40 Indian troops have already died so the Indians need to get something strong looking in response.

Realistically if Pakistan and India did by some insane acts of stupidity get into a total war scenario and started lobbing nukes at each other they would not be totally eradicated but they would lose a century of economic progress and would be completely ruined for decades. Wouldn't matter who the "winner" of the war was but it is likely that the whole border would be an irradiated graveyard for the millions of troops mobilized for an offensive from either side and any war would end in mutual defeat.

Maybe technically but I don't think they would start off by nuking civilians, rather they would try and nuke each others armies and military logistic hubs. As far as is known neither side has more than a couple hundred nukes so they are a finite resource that have strategic value beyond attacking militarily insignificant areas such as civilian population centres.

Even so Pakistan, the smaller of the two, is the 6th most populous country in the world and only around 1/3 of its 200+ million people live in cities. India doesn't have the nukes to wipe them out and win a war against the Pakistan military. India would have to go full Nazi ethnic cleansing to achieve that goal, their ~200 nukes would not do the job. I don't think India could successfully invade Pakistan anyway because their invasion forces would get nuked.

Any problems India has facing Pakistan are tripled if you reverse the positions.

India would have more success laying siege to Pakistan and forcing them to surrender over a long period of time because India has a significant naval advantage but other countries would probably get involved in helping Pakistan out if that happened.
