As to why the bote turned, there are river currents that are effecting it. On top of that, rudders don't return to their neutral position when they lose power.

This sort of scheme is used by tourist attractions where you can't trust the punters to act safely on their own, the hardware needs to be designed so that they can only do the safe thing.
