What really led to the changes that freed up offenses was Ricky Manning Jr and the rest of Carolina's defense talking up how the roughed up the Colts receivers during the 2003 season and the NFC teams in the playoffs.

Wouldn't surprise me if they skimped on the OL too since Marino had that instant release that made him hard to sack, but I don't know/remember if that was actually the case.
