no, flooring it while cranking sends a signal to the ECU to *not* provide fuel.

if it wouldnt start it was likely flooded, which means too much fuel/wet spark plugs preventing ignition.

flooring it and cranking stops adding fuel, letting the engine turn over and pumping out some of the vapours. eventually the plugs become dry enough to spark and ignite the fuel remaining.
