They were driven off their land by Naboo settlers and forced into underwater refugee camps, walled off by powerful force fields not for their own safety but for the safety of the Naboo. With no effective means of smuggling arms through the apartheid shields, they had only primitive weapons with which to protest their confinement, though those uprisings were met with brutal reprisal by the heavily and technologically armed Naboo. It's no wonder Jar Jar was so hesitant in seeking his people's help to assist the Naboo, and why the Gungans were so resistant to do so. It would be political suicide for a Gungan leader to suggest working with the Naboo for a common goal. Thankfully there were enough committed to the long and laborious peace process despite the political fallout that an alliance could be made, as it was a exactly the opportunity needed to extract long fought for concessions from their Naboo oppressors. |
