Hightower is appointed as the city’s first black police chief. Fackler discovers recordings of Zeb, Proctor and Captain Harris using racist rhetoric and concocting a way to get rid of Hightower. Harris is recorded saying “It will be a fun time when all white people are in charge.” Word gets out about the tapes and the officers complain that the recordings violated the Federal Wiretap Act. Mayor Mahoney has his chief of staff, Lassarde, tell Hightower that the feds are investigating him and the only way for Hightower to avoid prosecution is to resign as the city police chief. Hightower resigns and Hooks and Michael Winslow are fired and Mahoney runs for president.
