I second the recommendation for FFH2, and you might also want to look at the derivative mods that spun off from it (I like Ashes of Erebus.)

If you're looking for something sci-fi and very approachable, Stars in Shadow is a great MOO-like indie 4x.

This really is the way to do it. From a player's perspective, what actually matters to us is that the same (or similar) number of units and buildings come out as if another human were playing. Don't make an AI to figure that out for you if it's easier to spawn them on a schedule.

SMAC/X is the gold standard for storytelling in a strategy game, nothing else comes close.

The terra invicta ai needs a little more work, but it's pretty good for how complex the game is. The aliens have to balance:

- building up their infrastructure in the oort cloud
- sending agents (meaning, ships) to Earth to mess with you
- establishing a jump off point further into the gravity well to attack human bases on Mars and especially the inner planets (Mercury is the hardest place for aliens to reach, and has abundant metals and solar power)

Empire at War is a really phenomenal game. Sure, realtime might not be everyone's thing, but the space fights especially are great.

It being a hero sink and busy work for the other sides is definitely a downside, but if you're playing consortium it's a core game mechanic.

My biggest problem with Stellaris is that the base game + the must-have DLC is $110, and there is not $110 of game in that.
