History of the Protectorate of the Outer Banks

The Protectorate of the Outer Banks was formed following WWIII. While nuclear strikes on the US were limited, large strikes on the major cities of North Carolina saw a belt of radiation extend down the state, cutting the interior off from the coast. Surviving polities coalesced into a decentralized confederation based off prewar county governments. As most of the economy in the area was based off tourism and fishing, the Collapse hit the area hard. With the revival of global travel and trade networks, life is slowly beginning to return to normal and tourists return to the beaches and fishing of the Outer Banks. One especially heartwarming story is the survival of the Banker horses, feral horses descending from Spanish shipwrecks during the age of colonization. During the terrible winters, effort was made by the populace to protect these animals despite the hardship it imposed on the population. Today, conservationists recognize it as one of the few bright spots on the North American continent.

This was to be the first election in which all of North Carolina voted since 1968. The reclamation men had done their duty, and paths now snaked through the radiation barrier blocking the coast from the interior. It had taken some wrangling, especially with the Lumbee and Cherokee, but the state was now united and going to the ballot box.

The Republic of the Outer Banks (the name was going to be changed by referendum this election) is a parliamentary communist republic. Basic economic rights are guaranteed by the constitution, as are civil rights and anti-Jim Crow provisions. The primary political parties are the Marxist-Lenninists, the Syndicalists, and the Christian Socialists. Minor but important parties are the Trotskyites, the American Indian Movement, and the Black Panthers.

The incumbent prime minister, Richard Monckton, is Christian Socialist, which was an upset from the projected win by the Marxist-Lenninist candidate the previous election. After the last election, the current governing coalition is Syndicalist-Christian Socialist-AIM, with the Black Panthers providing supply and confidence. Major issues this election are providing Socialist Aid to the newly incorporated areas of the republic, relations with neighboring states, and increasing the size of the navy.

Early polls projected a return of the governing coalition, perhaps with a flip-flop of the Syndicalist/Christian Socialist numbers. As the night went on, however, it became clear that the Marxist-Lenninists would emerge as the dominant party, securing a majority in the house. This is attributed to the recent changes in the Soviet Union, which have made Marxism-Leninism much less frightening to the inland voters. Additionally, the party led a ferocious campaign inland, barnstorming many areas which rarely saw any sort of government official prewar.

This new government will likely not coalition due to their majority, but they are reaching out to AIM and the Black Panthers for their positions on certain matters. The referendum on renaming the country returned the name “Tar Heel Confederation.”

The PLAN Plan

The PLAN shall be organized towards the missions of supporting PLA ground operations, anti-piracy, and search and rescue on the open sea. To that end, the PLAN shall accept any and all viable vessels, or vessels that may be restored to viability with reasonable effort, from CI members that said members wish to donate and organize them into fleet commands for the world's oceans. Should no ship be available to cover a needed mission, the PLAN is to petition the committee in charge of the PLA for purchase of ships.

Fortify earth and the moon and deploy ground units in a way where they can support each other in case of alien invasion (or war). If turned into a jungle planet any ships firing on the planet would have to fire hundreds of times to even hit once, meaning any surface to orbit weapon there will count for hundreds in space making them virtually indestructible It will be a place for to humanity and its leadership retreat and continue its resistance in case earth is lost. It will also have trained functionaries and elected personnel that will take the role of interim leadership should the leadership on earth be lost. It will contains archives and will during everyday function perform low level administrative functions to ensure they have the experience and knowledge to take leadership in an emergency. I will also serve as place for the fleet to regroup and staging ground for counter attacks with maintenance facilities to support this.

- Project Backup

The Minervans had the right idea: the planet is so far out nothing can detect but in close range. We should create a small self sufficient outpost on one of the minerveran moons (with luck moon #3 will have TNE minerals) to ensure the survival of the human race if the rest of the solar system is complete destroyed. They will be provided with databases of human history, science, dna library and art and some minor amount of TNE materials, factories and so on. If humanity is lost, they will once its safe repopulate the solar system.

- Project Eyes and Ears

As we are establishing apple seeds on asteroids, it is suggested that we should outfit listening outpost in the asteroid belt in a ring around the entire inner system so not as much as a fighter can make it trough from the outer system to inner system without us knowing it.



Feel free to pick and choose among the parts you like to second if you so wishes, as I am sure not everything is to everyone liking.


Btw, I noted that the game turns are one day turns, I discovered a while back that if you make a colony on the moon, it the shorter the turn length the faster the moon and civilian shipping grow as the distance is so short its a matter of minutes or hours to make a round trip. If you have longer turn lengths, say a week, they will only make one round trip that week. But if you make one hour increments they will make several round trips per day. So ironically we will se a very strong civilian sector in this communist game.

While communism have freed humankind and nominally gives everyone equal access to the collective resources of humankind we must also acknowledge that the planning and allocation of resources of mankind is somewhat top down. This means that some projects or ideas will not be allocated resources simply based on personal beliefs and preferences of whoever is that decided who gets resources. Therefore we suggest the following that ministry collects information on the average economic output of the average comrade. The information is used to codify that a small percentage of every comrade economic output is used to support art, science, culture and other project in a manner that is not top down but rather down up. How? Well, trough the following sub bills:


- The artistic support bill (Hollywood bill)

As we no longer have copyright, other means of supporting artistic endeavors such as movies, songs, paintings and so on should be explored. The utopia collective suggest that a portion of the GDP is set aside to support a system where the number of views a movies get, songs listened to and so on gets tracked and based on the popularity such project get a percentage of the resources collected to produce further pieces of work. A recent proposal of attaching unique crypto-identifiers on each piece of art have been suggested, this will allow resources to be transferred to anonymous sources so that artist can produce their arts anonymously and produce works that might risk heavy backlash otherwise.

- The Patreon Bill

Similar to the previous bill, a pool of resources is collected and comrades can then assign these resource to whatever projects they please in whatever percentages they want. Each person can assign resources reflecting percentage of the economic output of the person. They can assign it to one project or a thousand. This exist to enable comrades to create projects and explore ideas without having to petition any central government but can simply ask other people to support them with a share. We suggest that crypto-identifiers be explored so that people can assign and receive resources anonymously.


We believe that these bills will help assuage fears of the Comminterp being authoritative, that projects outside its central control can and will exists. We hope it will appeal to people sceptical of goverments, anarchists , so they can find the freedom to pursue their projects within the sphere of Comminterp.

After this period is over the mere act of possessing any of these will result in the stick of automatic trigger of CITRA's 'crimes against humanity' clause and/or major diplomatic penalties.
* Begin construction of an official MOSA-directed colony on the same celestial body as the off-world nuclear storage facility, beginning with research labs (either moved from Earth or new ones constructed, as our resources allow) that will be focused on missile research, then an ordnance factory and ordnance transfer station timed to be ready for our first missile weaponry-armed spaceships.
