History of the Protectorate of the Outer Banks
The Protectorate of the Outer Banks was formed following WWIII. While nuclear strikes on the US were limited, large strikes on the major cities of North Carolina saw a belt of radiation extend down the state, cutting the interior off from the coast. Surviving polities coalesced into a decentralized confederation based off prewar county governments. As most of the economy in the area was based off tourism and fishing, the Collapse hit the area hard. With the revival of global travel and trade networks, life is slowly beginning to return to normal and tourists return to the beaches and fishing of the Outer Banks. One especially heartwarming story is the survival of the Banker horses, feral horses descending from Spanish shipwrecks during the age of colonization. During the terrible winters, effort was made by the populace to protect these animals despite the hardship it imposed on the population. Today, conservationists recognize it as one of the few bright spots on the North American continent.

I mean, given the mass graves scattered around here, I don't think they have the moral high ground about OUR warlike nature. Either this was perpetrated by their own kind upon themselves, or something else slaughtered them en mass, which means they probably should be focusing on their own survival rather than putting living humans into museum specimen cabinets before...*checks notes* Kaiser Wilhelm destroys the human race.

7. The Bureau of Environmental Protection, Conservation and Restoration Act: Just because the radiation has been cleaned up doesn't mean that the damage is gone. Much of the world's biodiversity has been burned in flame and the knock-on effects may provide complete disaster in the future. In order to forestall this and other threats to the only green world we know, this act would formalize the creation of a comintern body devoted to protecting the wild spaces of the world, as well as working to restore those areas still ruined and to forestall future destruction through research into and implementation of low-impact industry and city design, the creation of international parks and conservation areas and the consolidation of existing efforts internationally.
The Protectorate of the Outer Banks fully supports this measure, as we have taken steps to preserve our unique ecological culture, such as the Banker horses.

Pending positive answers to those questions, I'm proposing a bill to fund and implement the Krusenstern Initiative, a systematic survey of all the major bodies in the solar system.
For my first bill, I wish to submit the Cosmological Development Quantification Doctrine
Put simply, this bill will Expand the economic ministry to handle the infrastructure development of unorganized space settlements.
But, additionally, it will establish legislatively the ability for settlements who have breached the autonomous comintern development threshold of one million to create their own organizations for economic development, alongside giving them the ability to draw up plans for the handover of economic autonomy on their own terms.
As a subsidiary, this will also create an inter-ministry committee to coordinate between MOSA and the economic ministry.
In tandem with this it will create a department of the economic ministry to handle in tandem with MOSA, the granting of charters for spacebourne cooperatives and recognized allied programs, with the first priority being the granting of a charter to the Fraternal Order of Mars
Finally, this committee will act as a task force to designate new sites for colonization and to begin the process.

My third and final bill: Establishment of the Ministry of Agriculture Act
This act will establish a new ministry, formed from departments of the economic ministry and environmental ministry.
This ministry will operate according to four precepts, in order of general importance.
1. The securing of the food supply for the Comintern and humanity as a whole.
I should not need to go into why this one is important.
2. The creation of and transition to ecologically non-damaging methods of food cultivation.
We have a single world, already much damaged. According to many emerging economic and agricultural theories, much of our current agricultural base is heavily damaging to the environment and ultimately unsustainable. Therefore, we should move towards methods that do not damage, perhaps even enhance the environment. Incidentally, this is probably a prerequisite anyway: our space expansion efforts will require the ability to cultivate in the void and any attempts at terraforming will likely require these methods to be at all viable.
3. The securing of food sovereignty for each member of the Comintern.
We are no capitalists: no nation should ever be in a position of dependency, forced to sell cash crops to survive. Nor should they be forced into the position of a breadbasket for others for the same. No nation should fear famine.
4. Research into urban greening and urban gardening/farming.
Marx has told us of the necessity to bridge the urban-rural divide and with new technology and methods we can, should and must do this. And, if each nation may become secure in their food, perhaps each municipality can? It is a pipe dream, but who knows what the future holds?

This was to be the first election in which all of North Carolina voted since 1968. The reclamation men had done their duty, and paths now snaked through the radiation barrier blocking the coast from the interior. It had taken some wrangling, especially with the Lumbee and Cherokee, but the state was now united and going to the ballot box.
The Republic of the Outer Banks (the name was going to be changed by referendum this election) is a parliamentary communist republic. Basic economic rights are guaranteed by the constitution, as are civil rights and anti-Jim Crow provisions. The primary political parties are the Marxist-Lenninists, the Syndicalists, and the Christian Socialists. Minor but important parties are the Trotskyites, the American Indian Movement, and the Black Panthers.
The incumbent prime minister, Richard Monckton, is Christian Socialist, which was an upset from the projected win by the Marxist-Lenninist candidate the previous election. After the last election, the current governing coalition is Syndicalist-Christian Socialist-AIM, with the Black Panthers providing supply and confidence. Major issues this election are providing Socialist Aid to the newly incorporated areas of the republic, relations with neighboring states, and increasing the size of the navy.
Early polls projected a return of the governing coalition, perhaps with a flip-flop of the Syndicalist/Christian Socialist numbers. As the night went on, however, it became clear that the Marxist-Lenninists would emerge as the dominant party, securing a majority in the house. This is attributed to the recent changes in the Soviet Union, which have made Marxism-Leninism much less frightening to the inland voters. Additionally, the party led a ferocious campaign inland, barnstorming many areas which rarely saw any sort of government official prewar.
This new government will likely not coalition due to their majority, but they are reaching out to AIM and the Black Panthers for their positions on certain matters. The referendum on renaming the country returned the name “Tar Heel Confederation.”

Proposal for the Bureau of Socialist Sciences
The Bureau shall expand on the CI's previous mandate to handle TNE research to handle coordination, publication, and support of all CI scientific efforts. This shall include the construction and support of scientific infrastructure (particle accelerators, satellite arrays, etc) that are beyond the resources of existing CI member state research organizations.
Should the Ministry Omnibus pass, the Bureau shall fall under the authority of the Ministry of Education. If it does not, then the Bureau shall coordinate its efforts with the organizations responsible for education and scientific efforts within their member states and universities therein.
Nuclear Weapon Anti-Proliferation and Control Act
An Authority on Nuclear Fissile Materials shall be stood up for the purpose of cataloguing and tracking all materials on the earth capable of being refined into weapons or that have already been refined into weapons.
Upon completion of the anti-missile railgun array, the Authority shall seek to, and CI members must aide it in, the decommissioning and removal of all said weapons and the safe storage of their materials in the most secure circumstances possible.
The Authority shall vigilantly monitor all civilian applications of nuclear energy, and the production of materials to produce that energy, to ensure that it is strictly kept for that purpose and not misappropriated for the creation of new weapons.
The PLAN Plan
The PLAN shall be organized towards the missions of supporting PLA ground operations, anti-piracy, and search and rescue on the open sea. To that end, the PLAN shall accept any and all viable vessels, or vessels that may be restored to viability with reasonable effort, from CI members that said members wish to donate and organize them into fleet commands for the world's oceans. Should no ship be available to cover a needed mission, the PLAN is to petition the committee in charge of the PLA for purchase of ships.

It's a cold, unforgiving space, anathema to human life; yet, we live and thrive in the vacuum, on Luna and soon on Venus and Mars. But like all human endevours new situations require new tools. Without further intro Im proposing the Light Armor Neomaterial Chassis Engineering and Research Bill aka LANCER Bill for the purpose of developing and improving personal and piloted mech suits for low g operations, with the goal of enhancing logistic, mantenainance and emergency operations and, it has to be said, potential combat operations. the NOMAD Collective on its own and with Japanese engineers are already developing prototypes for work in VENUSPLAN, Luna and asteroid mining, with this we aim to improve on this designs as well generating standards, quality controls and even compatibility and modularity in global mech suit design

Formation of the Cominterp Safety Commission
This bill shall form a commission to harmonise the safety regulations throughout the Communist Interplanetary. The Cominterp Safety Commission shall be a convocation of the various national bodies for health and safety of the Cominterp that advises national bodies (e.g. producing advisory regulations, evaluating the efficacy and safety of medicines and producing recommendations for whether it should be approved by national bodies). Various subagencies would deal with food safety, medicine safety, workplace safety, product safety, etc.
Formation of the Interplanetary Working Group on Standardisation
This bill shall form a body to create and make freely available standards used for joint Cominterp projects. It shall work closely with existing national standardisation bodies and the ISO. The current project on standardising the Universal Character Set and its encoding, authorised by the Computer Character Encoding Act, shall fall under the jurisdiction of the Working Group.

The People's Republic of California is already preparing food aid for immediate shipment to Appalachia, but the east-west corridor has long been unreliable at best. We cannot afford food convoys suffering from banditry, therefore PRCal proposes:
The East-West Transportation Act
A land-based transportation corridor between Los Angeles and Atlanta shall be established using a combination of diplomacy, armed convoys, road expansion, and road-building. The exact route shall be determined based on local conditions. Once opened, this corridor will be used to establish a route to Appalachia and other areas of interest.
In the interests of ensuring that the ministries don't become completely without oversight and to start moving the comintern towards being something of an actual federal body as opposed to uh.. whatever it is now, I propose:
The Ministerial Integration Act.
This act will allow comintern members greater jurisdiction over ministerial activities through the regional forums. They will be able to create plans for things such as continental infrastructure without having to do it through the people's congress directly as well as guide the creation of regional departments for the ministries taking such structure as is considered to be most applicable to the ground situation by mutual consent. The powers delegated by this act are to be considered as operating as a lower council for the establishment of comintern activities and therefore the people's congress and the acts it dictates are considered to supersede those of the forums in authority.

The Solar Fortification Omnibus bill:
This omnibus bill is not intended to be immediately executed but serve as long term goals to be done when its reasonably feasible
- Project Sword and Shield
Fortify earth and the moon and deploy ground units in a way where they can support each other in case of alien invasion (or war). Basically, develop ground units and fortification with surface to orbit weapons capable of reaching the other body (earth and the moon). And other relevant weapon systems. This so that any alien invasion would have to content with both the moon and earth at the same time if they wish to invade one or the other, making it a vastly more difficult effort since while one being invaded, the shield, then the other can work as the sword and attack the invading force. It is believed that lasers should have sufficient range to cover heart and the moon when placed on either. It is unknown if its actually feasible for ground units to target units on other planets.
- Project Fortress Io
As a long term goal once it becomes relevant, turn Io into a fortress planet (and terraform it into a jungle planet) that will work as a backup in case earth is invaded as it is the most defensible spot in the solar system. If turned into a jungle planet any ships firing on the planet would have to fire hundreds of times to even hit once, meaning any surface to orbit weapon there will count for hundreds in space making them virtually indestructible It will be a place for to humanity and its leadership retreat and continue its resistance in case earth is lost. It will also have trained functionaries and elected personnel that will take the role of interim leadership should the leadership on earth be lost. It will contains archives and will during everyday function perform low level administrative functions to ensure they have the experience and knowledge to take leadership in an emergency. I will also serve as place for the fleet to regroup and staging ground for counter attacks with maintenance facilities to support this.
- Project Backup
The Minervans had the right idea: the planet is so far out nothing can detect but in close range. We should create a small self sufficient outpost on one of the minerveran moons (with luck moon #3 will have TNE minerals) to ensure the survival of the human race if the rest of the solar system is complete destroyed. They will be provided with databases of human history, science, dna library and art and some minor amount of TNE materials, factories and so on. If humanity is lost, they will once its safe repopulate the solar system.
- Project Eyes and Ears
As we are establishing apple seeds on asteroids, it is suggested that we should outfit listening outpost in the asteroid belt in a ring around the entire inner system so not as much as a fighter can make it trough from the outer system to inner system without us knowing it.
Feel free to pick and choose among the parts you like to second if you so wishes, as I am sure not everything is to everyone liking.
Btw, I noted that the game turns are one day turns, I discovered a while back that if you make a colony on the moon, it the shorter the turn length the faster the moon and civilian shipping grow as the distance is so short its a matter of minutes or hours to make a round trip. If you have longer turn lengths, say a week, they will only make one round trip that week. But if you make one hour increments they will make several round trips per day. So ironically we will se a very strong civilian sector in this communist game.

The artistic and scientific freedom omnibus bill:
While communism have freed humankind and nominally gives everyone equal access to the collective resources of humankind we must also acknowledge that the planning and allocation of resources of mankind is somewhat top down. That is that by the nature of things someone decide what projects gets resources or not. This means that some projects or ideas will not be allocated resources simply based on personal beliefs and preferences of whoever is that decided who gets resources. Therefore we suggest the following that ministry collects information on the average economic output of the average comrade. The information is used to codify that a small percentage of every comrade economic output is used to support art, science, culture and other project in a manner that is not top down but rather down up. How? Well, trough the following sub bills:
- The artistic support bill (Hollywood bill)
As we no longer have copyright, other means of supporting artistic endeavors such as movies, songs, paintings and so on should be explored. The utopia collective suggest that a portion of the GDP is set aside to support a system where the number of views a movies get, songs listened to and so on gets tracked and based on the popularity such project get a percentage of the resources collected to produce further pieces of work. A recent proposal of attaching unique crypto-identifiers on each piece of art have been suggested, this will allow resources to be transferred to anonymous sources so that artist can produce their arts anonymously and produce works that might risk heavy backlash otherwise.
- The Patreon Bill
Similar to the previous bill, a pool of resources is collected and comrades can then assign these resource to whatever projects they please in whatever percentages they want. Each person can assign resources reflecting percentage of the economic output of the person. They can assign it to one project or a thousand. This exist to enable comrades to create projects and explore ideas without having to petition any central government but can simply ask other people to support them with a share. We suggest that crypto-identifiers be explored so that people can assign and receive resources anonymously.
We believe that these bills will help assuage fears of the Comminterp being authoritative, that projects outside its central control can and will exists. We hope it will appeal to people sceptical of goverments, anarchists , so they can find the freedom to pursue their projects within the sphere of Comminterp.

Yeah, no. Nuclear weapons have scarred both our planet and the psyche of mankind itself, and it's only the discovery of magic space rocks that've given us the chance to heal the first (for the second only time will help). In an ideal world we'd ban nuclear weapons completely, but unfortunately since our academicians are 100% sure it'll effectively render impossible a major branch of space weaponry and well, everything we've discovered in our solar system indicates we'd be fools to not have at least a strong defense, some concessions will have to be made. Kalmar Union offers the following counter-proposal:
Planetside Nuclear Weapons Ban and Operational Nuclear Weaponry Doctrine
* All currently existing nuclear weapons are to be collected and made safe for off-world transport, and secure off-world storage facilities built as soon as possible. One of the moons of Mars seemed like the best option during initial planning stages, but this is open to change if the CI planners believe there's a better off-world location. The Nuclear Weapons Authority, already doing a good job with CI polities, will work with our diplomatic corps to add this clause in the observer status, as well as reaching out to all non-aligned and hostile polities for a project offering for a period a bounty on nuclear weapons, dedicated facilities or nuclear reactors made to facilitate the creation of nuclear weapons. The carrot will be a reward of the CI covering all costs for collection, dismantling and upgrading to purely civilian reactors, alongside appropriate rewards such as diplomatic goodwill, resources, wealth or (in the case of individuals or organizations) pardons for most previous crimes. After this period is over the mere act of possessing any of these will result in the stick of automatic trigger of CITRA's 'crimes against humanity' clause and/or major diplomatic penalties.
* Begin construction of an official MOSA-directed colony on the same celestial body as the off-world nuclear storage facility, beginning with research labs (either moved from Earth or new ones constructed, as our resources allow) that will be focused on missile research, then an ordnance factory and ordnance transfer station timed to be ready for our first missile weaponry-armed spaceships.
* Blanket ban on using nuclear weapons on Earth and other celestial bodies containing active biospheres, as well as on barren worlds containing a significant civilian population.

I hereby propose the SAP extension act
The results of the SAP across the socialist sectors of earth is truly marvellous. But the contrast to the remainder of the capitalist block grows even starker with each passing day. While citizens of the Comintern live in healthy, spacious and cheap housing, the dwellings across the ideological divide are mostly pre-war, often damaged, almost uniformly poorly maintained. To subject our fellow human beings to such conditions, even by omission, is plainly unethical and a disgrace to the very principles of socialism. Baby booms are good when recovering from a catastrophe, it's a sign of contentment and hope among the populace. However, it clearly isn't sustainable, and will rapidly outstrip the carrying capacity of the Earth itself, let alone the Comintern's resources. Therefore we would formalize a program within the Ministry of Health to widely and cheaply provide sex education, birth control and family planning services wherever possible, to hopefully allow people to curtail accidental pregnancies and voluntarily reduce population growth to a long-term sustainable level.
