Honestly if Wiz wanted to be spicy he should include pollution that makes your pops miserable and that you can't ever fully clean up even if you go for stuff like the Garden City concept in the late game and set aside land for parks.
Also the great stink should be an event.

The reason its different now is purely game design. V3 is supposedly about fighting internal politics and the domestic economy, less about manhandling the AI in wars.

Adding meaningless graphics to the war overlay is perfectly reasonable imo

I always thought most of the warfare was alot of busy work in v2 like there was potential for interesting systems but they were either undeveloped or bugged like the battleplan editor.

Game really needs another pass of events to nudge things towards historical outcomes. The systems work though but they need some polish and the AI seems timid or will get into irrelevant fights instead of having a concrete goal.
That said probably paradoxs second best release?
Edit: there should also be another path to recognition as well.

kind of like a reversed stellaris situation where the game released with completely busted systems but a lot of flavor. on the other hand, solid systems but no flavor is vastly preferable since adding flavor with mods is significantly less difficult than wrangling the systems into becoming something that they aren't
