More seriously it looks like the LAPD has/had a containment vessel manufactured by a company called NABCO. I found a DHS report from 2014 saying the largest model (which they appear to have) is rated for 8.8kg of TNT equivalent, so it wouldn't be surprising if they had tried cramming the thing full of as much stuff as possible.

You are elected, you take out Chinese loans to advance economic interests/ pay your friends no matter the cost, the opposing party is elected and is left holding the bag helping your next election, since the people will have forgotten who got them into the mess. China makes land deals for the money giving them more power in the region unless NATO or the EU come to your aid, you shake your head pithily at the European community that refused to invest in your country's (and your friends's) economies, the small kernel of patriot left in you convinced that China is no real threat to Montenegro sovereignty (its not Russia or Serbia or something), and that you've proved to Europe what happens if they don't help, but now your work is over and your friends you paid with Chinese money give you a yacht/absolve your debts to them because you're such a good friend!
