Neither of them are really pathetic, they're just well suited to their posts. O'Brian never seemed to have much ambition beyond just being a technical fix it guy and Neelix was just a colorful loser who could cook, positions at which they generally excelled. Even Barclay isn't that bad, he still had a chance to blossom once getting off of the enterprise.

I once heard someone describe O'Brien and Keiko's marriage as an arranged one because they clearly don't have much affection for each other or common interests and are very awkward together. So if you conceptualize it like that it works.
