People aren't flagging because the rewards are bad, people aren't flagging because every zone is roaming with bored level 50s-60s (to deny PVP quests, get weapon xp, for shits and giggles, etc.) who will curbstomp anyone below that range. The answer is to bring back PVP scaling so leveling players can actually stand a chance of not exploding when all 4 lowest-level zones are crawling with flagged max level players.
