Cop steps in front of her car, draws.

She steers away and starts to drive.

Cop murders her as soon as her vehicle begins moving.

also could just take a look at how we pay people in the military and how they can actually see major consequences for bad things they do while in the service. Compare that to cop salaries, union protection, pensions, qualified immunity, and budgets.
