https://www.nytimes.com/2000/09/14/us/the-2000-campaign-the-debate-gore-aide-receives-then-lets-go-of-hot-potato.html?_r=0 tom downey was bush's surrogate during gore's mock debate prep. a few weeks before the first debate, he was somehow mailed the bush campaign's prep materials and videotapes, which could potentially provide an advantage for the gore campaign in the coming televised debates. downey immediately turned the package over to the fbi and recused himself from the gore campaign to avoid the appearance of an improper advantage. downey's absence was widely seen as a blow to the gore campaign, which of course would go on to lose the 2000 campaign by razor-thin margins. suspicion soon homed in on a bush campaign worker, juanita lozano. four months after the election (and six months before 9/11), she was charged with mail fraud and perjury. a "lifelong democrat" (https://www.wired.com/2001/08/bush-aide-caught-red-handed/), she was sentenced (10 days before 9/11) to a year in prison. her boss at the bush campaign said she seemed to have "[no] long-term strategy in working for the campaign. I just think the material was just there, a target of opportunity, and she took it."
