I'm way out of the loop on this, but EU countries with significant Russian-speaking populations seem like an obvious choice to provide a safe haven and all kinds of EU-funded support for Russian pro-democratic activists and media.

I don't really have the expertise or social media presence to do much more than spitball an idea, but it seems possible to me to use COVID measures as a tool of civil disobedience.

For how long do you have to self-isolate in Russia if you feel sick? And how difficult would it be to fake a test result?

Thanks. I'm quite a bit better oriented right now than I was last night, when we came back home late and saw how much the water had risen over the day.

Our host has been in touch and has pointed me to a site that monitors the water levels.

The situation is stabilizing where I'm at, but people downriver are going to have a rough night.

Rochowanski is myoptic about a bunch of things (such as thinking Sachs or Sakwa are serious people), but at least she has a ton of personal experience working in NGO ecosystems in EE and the Caucasus

Her criticism that NGOs focus on issues they can get funding for rather than on those locals want addressed the most, with the attendant risk of them becoming increasingly out of touch with ordinary folks, is certainly valid.

The problem is, giving an oligarch the means to selectively apply these new laws against NGOs critical of him isn't a beneficient solution to that problem.
