They did! It was called Batman Inc., it was great, and it was written by a bald non-binary Scotsman who was rudely interrupted by the first of many full-line reboots of DC Comics. In their desperation to have material they could pitch as a movie franchise that might catch up with Marvel's newfound cash machine, DC shitcanned that storyline in favor of one that started off featuring a randomly de-aged Commissioner Gordon as cyber-suit Batman, and ultimately led into the edgelord silliness depicted above.

You will notice that the DC movies still have not grossed anywhere near the Marvel movies.
