Villains who send heroes to investigate a conspiracy they're involved in are the most baffling thing. It makes sense if they're doing it because it would be suspicious not to send someone, but doing it just to separate people like Orwell did was a very bad idea.

Eh. Quite a lot of fiction has a "happy ending" and doesn't bother to remind us of the mostly-nameless people who died along the way.
