If I may revisit this, I took a picture of the Paua fritters they have at the fish and chip shop down the road. These look pretty similar to the original post but I also agree they could be buckwheat pancakes.

Food for pets should be WAY LESS salty than for humans, mostly because of body mass Also I'm nearly positive you can't actually smell salt (as in NaCl) in food so I'm not sure what you were detecting
