Mostly vegetarian (free) school food could be a good choice for the long term. Get kids used to eating meals that are not centered on meat, maybe even teach them how to make daal in high school. We have an ongoing discussion at work, where the old guys think there's too little meat, especially once a month or so when they do full vegetarian, but the younger crowd wants more and better vegetarian options (such as an actual vegetarian dish, not just beef stew minus the beef).
