Be it anime or not anime (which I hear is a thing? I don't know about that) dubs are the superior choice for watching tv and movies. It's never been done poorly.

If you are reading the words, you aren't giving the visuals the sort of attention the movie expects you to. It doesn't matter how fast you can read. Your attention is still wandering, and that's not what the director intended.

A good dub with competent voice actors preserves the intended experience far better if you care about that, and is more convenient if you don't. Unless you are learning the language (as in seriously learning it, not anime-dork levels of learning it) there is absolutely no reason to watch it with subtitles if a good dubbed version exists.

I prefer to hear the original soundtrack with the original actors as the "director intended" though, so unless the dub specifically offers something that the original doesn't (and that's been the case a few times) I'm more than fine with my "attention wandering not being what the director intended".

With that said if I have to watch an anime ever again and God forbid if something forces me to do so I'd rather watch it dubbed than hear the same 5 Japanese archetype anime characters screaming again. And I'll also watch with subs because I'll have no idea what they're saying in English.

There's alot of live action movies that have a significant or even majority of lines dubbed over even in their original language versions by the way. The line is not as clear cut as I think many people imagine.

Then there's old Italian movies.

There's a whole lot of great russian dubs of french porn movies where it's some disinterested guy doing everyone's voices and going "da da da etc."

That's also how they "dub" a lot of other media over there in eastern europe, especially in the past. There used to be a romanian dub of Sailor Moon on youtube that was a deep voiced guy talking over the japanese voices but it seems to be gone.

ADR and such are perfectly fine because the intent is to make it as seamless as possible. If I'm noticing the sound and visuals don't sync either the ADR is poo poo, my player has screwed up, or I'm watching a live-action dub.

Note this is also applicable for me in animation with more exact lip-sync than than lip-flaps. I spent way too many hours making sure my drawings sync with vowel cues (2 FRAMES PRIOR!) to not be bothered by it.

Hmm seems like more interesting poo poo going on by the subs really in this one

I wish they'd gotten a dub for it, maybe Gilbert Gottfried

Then I could have maintained my ocular scan of the moving picture and preserved directorial intent

If you want pretty pictures, go to a gallery. You should be able to intuit directors conception from a few lines of text, just read the wiki synopsis

Hundreds of hours of work put into framing a shot just right only to have everyone just be looking at the text at the bottom.

Do you find something comical about my appearance when I'm driving my automobile?
I prefer subtitles because in most anime, it's just static images anyway, so the subs give me something interesting to look at.

And sometimes, I'll watch it dubbed with the subtitles and throw everyone for a loop because they hear one set of dialog but they're reading a different, but similar, set of dialog.

The caveat "if a good dubbed version exists" is a pretty big one, considering no such thing exists.
