If he picked up his heel before going out of bounds it would've been fine, but they call it a step if he goes heel-toe, and the toe was already out of bounds. A toe drag I think works because your entire foot would be in bounds.

Or maybe dragging your toe out of bounds doesn't count either and you need to tap... Not really sure there.
