Problem description: I'm trying to open port 9000 so I can share a private torrent with a friend using qBitorrent (yes it is legal, it is just very big).

Attempted fixes: I have set up a static IP for my computer with the following settings:

Tested with firewall off. Tried all the different protocol choices in the router and firewall settings. Restarted computer and router multiples times.
qBittorent says "No connection could be made because the target machine actively refused it."

Can you change the protocol to TCP/UDP and see if that makes it work. Everything looks correct.
