As there will best 4 out of 6 3rd place in one half of the tournament and another best 4 out of 6 3rd place in the other half of the tournament. Whereas option 2 is just a straight up best 8 out 12 3rd place will qualify.

My guess is FIFA's goal is to make it 64 teams but they cannot go from 32 to 64 instantly without even more push back than there is. I would think after a couple of World Cup with 48, they will get it to 64.
