Meh. Material conditions is what matters at the end of the day. Several unions in Europe managed to deal with ethnic tensions as long as people had food and a place to live. Edit: Not to mention US had to intervene militarily to destroy two of them and is in the process of economically destabilizing the third. Bonus points for trying to pick a war with China or to collapse it. It wasn't really so much a one neat trick to create genocide and more US exists to commit genocide. They can heighten or resolve conflicts, provide tools to expand or relieve violence. And the tool of "one people, one state" has been a very powerful one, when the proper conditions exist. I don't really think Wilson was some evil genius, but I do think it's funny that his wierd trick ostensibly intended to prevent another great war is itself part of so many of the wars of the 20th century, either to unify or shepherd a people or to bust up one of those multi-ethnic states.
