Congress is great at doing nothing until the last minute. The Rs somewhat reasonably see little need to rush if the senate isn't even around until the end of January.

I think talk of July is waaaaay premature. Funny, but the odds of SOMETHING budging before then are high, even if we can't clearly identify the something yet.
