More or less. A lot of Soren's backstory is reading between the lines and viewing conversations with people while Soren is not present. Ike and Micaiah kinda find out a few things while talking with Almedha, Soren's biological mother. But Soren himself never gets the explicit truth that he's Ashnard's son told to him. Also, I don't believe you ever fight Almedha, since she's depowered and cannot transform into her dragon form due to loving Ashnard. You might be thinking of yeeting Pelleas at Soren, which requires a NG+ run to even attempt because saving Pelleas is locked behind NG+.

There is no real "best time" to do the DLC paralogues, you can do them whenever you want to. Just keep in mind that like in Fates, they scale to your army's strength. So some of them can go from manageable/mediocre to very spicy because you're now facing promoted enemies across the board.

On the other hand, having the DLC Emblems as you go into chapter 10/11 does soften the blow of losing the original six Emblems/patch up some missing proficiency areas (e.g., Soren will be your best option for knives due to losing Leif).

He does open his eyes a couple of times, such as if you pair him with Hector and activate Storm's Eye. Although I think that's a case of the final pose of the activation animation making Louis open his eyes rather him doing it naturally, because he begins the animation with his eyes closed.

The game also chooses to have nearly all dialogue between Corrin and the Hoshidan siblings come off like Mikoto is their biological mother instead of just being Corrin's mother (and by extension, their stepmother). Ikona, the actual biological mother of the Hoshidan siblings, is practically stuffed into the Phantom Zone and you only find out her name via the Records Hall or through...Ryoma's A support with Corrin, IIRC.

The one issue is that recruiting the DLC characters immediately sets everything outside of main story maps to level 20 promoted, because that is the level the DLC units arrive as and thus, due to how level scaling works in this game, means the game will now think your entire army is level 20 promoted and scale everything else to accommodate. This also means that you'd have to clean up all the DLC Emblems' paralogues and any Emblem Ring paralogues before jumping into the Fell Xenologue, unless you want those maps to become more challenging/annoying.

So yeah, during or right after Solm would be a reasonable time to attempt the Fell Xenologue. I'd wager that waiting until Seadall is recruited would be the absolute best time because you have a dancer and at least have Corrin around to abuse Dragon Veins.
